On December 30, 2021, the BYD E5 pure electric vehicle exported by Taoche (Dalian) Import and Export Co., Ltd., the city's first used car export pilot enterprise, to Bishkek City, Kyrgyzstan, marking the first completion of Dalian's second-hand car export business and achieving a zero breakthrough.

Since the end of 2020, Dalian has been recognized by the Ministry of Commerce and the Ministry of Public Security as a pilot city for the export of second-hand cars, and the Dalian Municipal Bureau of Commerce has carried out its work rapidly in accordance with the spirit of the documents of the Ministry of Commerce, the Ministry of Public Security and the General Administration of Customs on accelerating the development of second-hand car export business. At the same time, the Municipal Bureau of Commerce, together with Dalian Customs and other departments, has stepped up the formulation of work procedures, strengthened the guidance of enterprises, gave full play to the advantages of encouraging policies, and promoted enterprises to develop the international market for second-hand cars.

In the next step, the Municipal Bureau of Commerce will further encourage the first batch of second-hand car export pilot enterprises such as Taoche (Dalian) Import and Export Co., Ltd., give full play to the superimposed role of "Internet + centralized procurement + foreign trade", build an export platform for many second-hand car enterprises in the city, promote the integration of domestic and foreign trade in the second-hand car market, form a new interconnection ecosystem, and become another innovation in the high-quality development of Dalian's foreign trade business model.
